hi ya miki,

the distribution board renewal is your consumer unit with your rcd and mcbs, with older houses which yours sounds like it is, came with TT systems which in normal talk means that you have no earth system supplied by the electricity supplier so your house supplies its own earth by the way of an earth electrode that is placed in the ground.
the supplementary bonding is around your house and it links all the pipes etc around your home to make it of the same potential incase of an earth fault, so you do not die basically!!
with the ring Circuit, like it says it could just be a loose connection which has given him a high reading whilst doing his tests but may require further investigation if that isnt the fault so please let the electrician do the work and do not attempt it yourself to save some money.

all in all, the price you have been quoted seems to be very reasonable indeed.

hope this has helped.
