If you’re looking for codes to assign to defects you discover there are some (But by no means all) in the NIC guide to domestic periodic inspection book. Possibly search online for it. If you’re looking for what code means what then I hope this will help:
Code 1. Requires urgent attention.
Items such as exposed live terminals that can be touched
Code 2. Requires improvement.
Items such as loose accessories, Undersized bonding conductors, Not life threatening defects
Code 3. Requires further investigation
Item such as loose of continuity on final ring circuit
Code 4. Doe’s not comply with BS7671:2008 (Note 2008 bit now)
Items such as missing switch line indication
The guidance notes also detail different items however as the NICEIC is very good at shunning responsibility and cleverly states its up to the inspectors discretion and experience. Some time I code defects with a code and my business partner disagrees. Put a code you feel is suitable for the defect base on your experience.
One for discussion is a none thermal cut off immersion heating element thermostat and a plastic header tank in loft. This is a number 2 as there is no overheat protection to stop the cylinder reaching 85 degrees C.

Go to the Electrical Safety Council Website http://www.esc.org.uk/business-and-community/electrical-industry/best-practice-guides.html
This is a page that has several downloadable Best Practice Guides. Among them Guide No.4 about Periodic Reporting with quite a few examples for each code.
