415 volt poratable welding equipment - does it need to be pat tested?

Yes , All appliances that are not permanently wired up-to the source need to be PAT tested ,110V, 230V or 415V.
The rule of thumb is; if it has a plug (any type of mains plug) then it needs to be tested.

Sorry Marniik but even if it is a fixed appliance it still has to be tested (PAT)

Why would need to to do a Portable Appliance Test on a piece of Fixed equipment..

Ice is correct in his statement that even fixed equipment has to be tested as per the "Inservice inspection and test" 2377 manual edition 3. In there it recommends thgat even itens on a fused spur such as hand driers pillar drills etc are tested.

By HOW (pray) do you mean as it is three phase and no neutral?
Appliance means any item not part of the house electrics, ie has its own fuse, so anything wired into a fused spur still needs testing,

test a TP appliance by connecting all 3 phaes together at plug top and IR to earth, also an eath bond test. dont test between phases as you may damage some vulnerable componants.
by the way dialect is correct, its not just portable equipment that needs tested only last week i was testing TP&N guillotines, and copiers.
