Not really, you need more qualifications than that. This just means your up to date with the regulations

Of cousre it allows you to carry out electrical installations, anyone can whether they have qualification or not.
That does not mean I advice them to do so, but unfortunatelty it's true.
What 17th eds does do is help you understand the requirements of electrical installations. It is also a stepping stone to more progressive qualification such as 2391/92.
If your question was does 17th edition qualification on it's own, allow me to sign my own work off? then no it does not.
