I was testing (PAT) some heavey duty washing machines when I came across a Miele WS5426.
It used 4-core flex into a 32A 3P + N + E plug. Both lives were connected to L1.

There was a manufacturers label which read
"To connect this machine, a 2Phase 415V + Neutral supply is required. The 4 wires are coded.....
If a 3Phase 415V + Neutral is used then 3rd phase is not required and should not be connected."

To me this suggests that the 2 lives should not both be on L1. Any thoughts?

It sounds like one phase is for heating, and the other is used for motors and control.
It may be that the supply conductors are sized to allow everything to be run off of one phase?
