Saving money on heating Hot Water by using surplus generation from my PV system

I am trying to use my surplus Kw generated by my Pv System. At present I switch on my 1Kw immersion heater when it looks as thoughj there is going to be a reasonable period of cloudless sky. Not very often recently.
I want to automate this by fitting an AC current detector on the output of my inverter, operating a relay contact when the output reaches approx 2kw. There would need to be some hysteresis or short time delay to stop the relay "hunting"

Does anyone know of a suitable product???
