Hopefully I've come to the correct part of the site. I'm in desperate need of independent expert advice.
On the 27th Oct 2007 my family and my self had a mutual exchange from a 2 bedroom house to a five bedroom house council house, within in hours of moving in i new i had problems. i put a plug in to a wall socket and pulled it away and the complete socket came away from the wall. To cut a long story short on the on 27th March 2008 a wonderful council electrician called Pete, came to our house. About an hour later he came and saw us and said he had never seen anything like it in 34 years of working as an electrician. He said to my partner that he was going for his dinner, and we should go and have a look and take a camera with us we did and have many photo's of what i can describe as complete mess, mains cables taped together, chock blocks everywhere, cables taped to radiator pipes. On one of the reports its given the lighting in the shower and bathroom a cat 1, i know from when i first looked at the house and when my family and i moved in the lighting had not changed.

We then were told late Friday afternoon that he would be back TO REWIRE THE FULL HOUSE on Monday!!!. The council did say in a later letter that the house was safe and the rewire was done so quickly to inconvenience us less!!!!

Four days later Full Rewire Done. Pete told me to request the three reports Pre Exchange, the report that says its all safe and the exchange can go ahead and his report, I understand a very little of the reports but not everything and would like someone to have a look at the pictures and the reports and give me advice. I would be happy to email pictures and the 3 reports.

Not sure what you are saying here, are you saying that the council are negligent for letting you take the property on??
The council would have had an NICEIC inspection done on the property every few years or so. So if the electrics are in such a poor state then maybe the NICEIC electrical contractor is at fault.
You say you have the "reports" are these NICEIC Periodic Inspection Reports by any chance?
If they are, you should make a complaint to the NICEIC directly. Be strong and take legal advice, the NICEIC can baffel you with bull shit and will!!
However, NICEIC and any other certificate is only good for the day it was inspected/tested, just like an MOT on a car, "when I tested the installation it met BS7671, I cant say what happened once I left the building"
