Could do with advice.
I am a building surveyor who advised someone looking to take over ownership of a fifteen bed hostel (HMO) to get a PI&T report as there was no obvious RCD.
Report has come back confirming this, but putting it as a code 4. However, HMO license requires a RCD..equally that installation conforms to BS7671. Type of installation is also "unknown"!!. (noted other posts). Report was by large electrical provider but still concerned..
