Confused

Hi
Im having a whole new electrical system put into my flat. My builder agreed initially to put in spotlights in the kitchen and bathroom and dimmer switches in the bedroom and living room. He now says that both of these are not possible as they don't conform to the 17th Edition electrical regulations and we won't get a certificate. He says that to conform you need all low energy appliances as opposed to halogen and these low energy applicances are not compatible with dimmer switches and spotlights. But I've had a quick look on the internet and there does appear to be low energy dimmable bulbs and low energy spotlights - even if they are more expensive than the normal spotlights. But maybe these aren't compatible with the 17th Edition regulations??
Any advice would be much appreciated.
Thanks.
