Samil, Part P only applies to domestic properties therefor if you are not registered you cannot certificate but can at a cost ask building control to, you can trade in anything not domestic ie industrial or commercial as Part P does not apply. You can on a domestic property issue test and inspection reports to BS 7671 what you cannot do is mislead the customer that you a member of a body NICEIC etc if you are not. The only thing is that most customers , estate agents etc expect you to be a member of a body. Hope this helps. Jimbo

In other words, yes you can.
You can carry out domestic electrical work so long as you or your customer informs building control of your intentions. They will ask for a fee, and wish to carry out a first and second fix inspection, however this is only for work that is notifiable. To be honest there is very little work that would be deemed as not notifiable in domestic premises.
As Jimbo points out, there is nothing to stop you from working in agricultural, commercial or industrial installations. At the end of the day if you are an electrician and you want to work in domestic properties, you're as well to register under one of the scheme providers. The powers that be have made sure that it is the only option electricians have.
