What Is "Competent"?
For a Landlord to install their own electrical appliances the law only requires them to be "Competent".
What would people describe as competent?
Would exposed wires on a 415v meter be the work of a competent person?
Would balancing a piece of wood in front to protect everyone from electrocution from those bare wires be acceptable and would it excuse the bare wires?
The person doing the install labelled the install "B" and "R". Would anybody class that person as competent - they haven't labelled the wires "Live" and "Neutral" or +/- as I would expect a competent person to do?

Competent basically means having suitable or sufficient skill, knowledge or experience to be able to carry out a task.
As far as working wiith electricity is concerned, it would be to be able to carry out a task without endangering themselves or anyone else.
