Dilema
WHat should i do about a house i know for sure is an electrical disaster waiting to happen? Should i report to any authorities if any and if yes which one?

Unless you have signed off on work in that house, you are not morally or legally obligated to do anything - however - for the safety of those living in the house, I would recommend taking some action.
It looks to me like a sales opportunity, unless you know that there is no way the owners can pay for repairs.
If this is the case - I would suggest getting hold of the city council and speaking to someone about it. Be aware though that there could be serious consequences to just reporting this - and it may be worth your while to initially speak anonymously and not divulge the address unless you are satisfied with the result it will achieve.

Unless you are in a position that you cannot get away without saying something ie a relative etc, dont do anything, you cannot go to any body and say its a disaster waiting to happen they will want an inspection report and you then become engaged in whats called by a lawyer "guilty knowledge".
