    wich organization is responsible for monitoring the application and compliance with
    building regs?
    health and safety?
    enviromental acts ?

    Building regs - (LABC) Local Authority Building Control

    Health and Safety - (HSE) Health and Safety Executive.

    Environmental Acts - Again I would say local authorities i.e councils.
